Is possession of marijuana in the United Arab Emirates punishable?
It is prohibited, and the government explicitly calls its policy a zero-tolerance policy for recreational use. The federal decree from 2021 criminalizes the production, import, export, transport, purchase, sale, possession, and storage of narcotic and psychotropic substances, meaning practically any contact with them.
There is only one exception, and it does not concern the user. The ban does not cover situations where the action falls within the framework of supervised and regulated medical or scientific activity conducted in accordance with the law.
