Marijuana in Thailand: what is allowed and what is at risk (2026)

From June 2025, cannabis can only be used in Thailand for medical purposes, with a prescription. We check what exactly the regulation of the ministry of health has changed.

Thailand for three years was considered a country where marijuana could be bought in street shops. That has ended, and most tourist guides still describe the state before the change.

Below is what results from the regulation of the Thai Ministry of Public Health and from embassy communications. There is also one place where we must state directly that we have not established something.

Is possession of marijuana in Thailand punishable?

From June 26, 2025, cannabis can only be used in Thailand for medical purposes, and access requires a prescription issued by an authorized doctor. Therefore, a tourist without a Thai prescription has no basis to buy or possess the herb. A foreign prescription does not create such a basis.

This is a reversal of the state that gave Thailand the reputation of a free market country. After cannabis was removed from the list of narcotics in 2022, shops and vending machines opened, and foreign media described it as legalization.

However, it is worth naming the matter precisely, as this is where the source of misunderstanding lies. Recreational use was never explicitly permitted in Thailand. A gap arose between the removal of the plant from the list and the lack of regulations governing trade, and it was in this gap that that market operated.

The regulation from 2025 closed this gap. It did not introduce a new prohibition in place of the former permission, but set the framework that did not exist before and indicated the only way to access.

How much marijuana is allowed in Thailand?

The Thai limit is temporary, not weight-based, which distinguishes it from almost all thresholds described in this cluster. The prescription covers a supply for thirty days, issued individually to the patient by an authorized doctor, not a specified number of grams. The treatment period counts, not the mass of the preparation.

Sales are also limited subjectively. Only doctors and authorized medical personnel can conduct it, so a shop without such authorization has no basis to operate regardless of what it offers.

Remote channels have also been closed. The sale from vending machines and via the internet is prohibited, which are exactly the two forms that stood out most during the period after cannabis was removed from the list.

Specific places have been listed where sales are prohibited regardless of the seller: temples, dormitories, public parks, zoos, and amusement parks. The list is specific and includes spaces visited by families with children.

All advertising of cannabis is also prohibited. This last restriction clearly shows the direction of change: the market has not been eliminated, but entirely moved into the healthcare system.

What is the penalty for exceeding the threshold in Thailand?

We have not established the amounts of sanctions at the source and will not add them from tourist services. The announcement that declares this change lists prohibitions but does not provide either the ranges of imprisonment or the amounts of fines, so we have nothing to quote. The prohibitions are described precisely, the sanctions are not at all.

The reason is technical and worth explaining. All Thai official sources that would provide sanctions are closed to machines: one issues a prohibition in a file for robots, another returns a verification wall, a third denies access, and a fourth does not resolve in the naming system.

However, it is known exactly what is prohibited. From June 26, 2025, it is prohibited to use cannabis outside of medical purposes and to sell by persons other than doctors and authorized medical personnel.

It is also prohibited to sell from vending machines and via the internet, sales in temples, dormitories, public parks, zoos, and amusement parks, as well as all advertising of cannabis.

For the dimension of the penalty, we refer to the Thai source, instead of providing a number that we have not verified. This is the only fair choice in a place where a mistake costs the reader the most.

Does Thailand have a medical marijuana program?

This is now the only legal way to cannabis in Thailand, and its structure is based on three conditions that must be met simultaneously. An authorized prescription is needed, a supply not exceeding thirty days, and obtaining the preparation from an authorized medical worker as part of individual treatment. All three must be met at the same time.

Each of these conditions cuts off a different shortcut. The prescription excludes purchase without contact with a doctor, the time limit excludes stockpiling, and the requirement for an authorized worker excludes retail sales conducted by anyone else.

Sales may only be conducted by doctors and authorized medical personnel. Automatic and internet channels are closed, so there is no legal way to order the preparation without a visit.

For a patient from abroad, this means the necessity to enter the Thai healthcare system. A prescription issued in another country is not a basis for purchase here, as the condition speaks of a locally authorized prescription.

A separate matter is the import of one’s own medicine, which has a separate procedure in Thailand. We describe it in the next section, as it is governed by different regulations than domestic sales.

Can you bring cannabis medicine into Thailand?

Thailand has a separate procedure for travelers bringing their own medicine, and it is worth knowing before flying. If the medicine is not a controlled substance, a patient during treatment can transport for personal use an amount not exceeding thirty days of prescribed use. This path applies to medicines that are not controlled substances.

Oversight of this path is provided by the Drug Control Office of the Thai Food and Drug Administration. It sets the conditions, not the border services, so treatment documentation is more important here than the packaging itself.

The situation is completely different for medicines containing narcotic substances or psychotropic substances. In that case, a separate permit is needed, which must be applied for in advance through the designated system of the agency for travelers.

The tip applies to transport in both directions, not just import. It also includes the export of medicine from Thailand, which is easy to forget when planning a one-way trip.

The practical conclusion is that a permit must be applied for before traveling. The reporting path at the airport in this procedure does not exist, and cannabis medicine falls into the category requiring prior consent.
