Croatia is a country in this ranking where the most frequently repeated number concerns someone other than the reader thinks. The fine mentioned in guides as a penalty for possession applies in the law to a legal entity, not to a person.
Below is what directly results from the text of the Croatian law on combating drug abuse and from the statement of the local Ministry of Health. Where the sources are silent, we do not add anything.

Is possession of marijuana in Croatia punishable?
It is punishable, but as a misdemeanor, not a crime. The 2013 reform removed possession of the drug without intent to distribute from the realm of criminal law and transferred it to the list of misdemeanors. Production and trade remain a crime under Article 190 of the Penal Code.
This change is deeper than it seems. A misdemeanor and a crime are two separate procedures in Croatia, with different procedures, different catalogs of penalties, and different effects on records. Possession for personal use has been completely removed from this heavier procedure.
However, this does not mean that possession has ceased to be an illegal act. It remains a misdemeanor, for which a fine or imprisonment is threatened, and the substance is subject to the usual actions provided for drug misdemeanors.
The boundary between the two procedures is the intent to distribute, not the weight. The same substance can therefore be the basis for a misdemeanor or a crime, depending on what indicates its intended use.

How much marijuana is allowed in Croatia?
The Croatian law does not provide a gram threshold, and this is not a gap in our analysis. The qualification of the act is determined by the intent to distribute, not the weighed amount, so the question of the permissible number of grams has no numerical answer in the text of this law, neither directly nor by reference.
The list of misdemeanors under Article 54 enumerates acts, not quantities. There is no table of amounts there, nor is there a reference to a regulation that would contain such a table.
The consequence is practical and inconvenient. Any compilation providing a specific gram amount for Croatia adds it from the outside, because it is not in the law, and the difference between a misdemeanor and a crime depends on the circumstances of the case.
In practice, this means that the qualification is determined by the context: the method of storage, division into portions, presence of scales or packaging, contacts indicating sales. All of these are indicators of intent, not measures of weight.
If you are looking for a country where the threshold is a number stated in the regulations, Croatia is not it. It is better to know this before traveling than to infer from a compilation that provides such a number without indicating the regulation.
What are the penalties for exceeding the threshold in Croatia?
For individuals, the law provides for a fine of 5,000 to 20,000 kuna or imprisonment for up to 90 days. This is the range that applies to a person, and only this should appear in texts about possession for personal use in Croatia.
The amount from 100,000 to 700,000 kuna, which circulates in studies as a penalty for possession, applies in the law to a legal entity. This is not the same sanction and cannot be applied to a tourist or a resident.
Additionally, there is something that needs to be stated directly. The text from 2019 provides amounts in kuna, and Croatia adopted the euro in 2023. We have not confirmed the conversions in the original source, so we do not provide it as an official amount.
This means that the numbers above describe a sanction expressed in a currency that is no longer in circulation. The current amount in euros must be checked in the applicable wording of the regulation, not calculated independently from the exchange rate.
Criminal liability stands completely separately. Production and trade are crimes under Article 190 of the Penal Code, so the amounts of penalties from the list of misdemeanors say nothing about them.
Does Croatia have a medical marijuana program?
Yes, it has been in operation since 2015. The regulation on the classification of drugs and their prescription and dispensing allowed for the first time the prescription of cannabis-based medications to seriously ill patients, in order to alleviate the symptoms of the disease, not to treat its cause.
The act itself is sparse in details. It does not enumerate diseases nor establish dosage limits, so the decision to use the drug remains with the attending physician.
It is worth noting the wording used in the ministry’s statement: it speaks of alleviating symptoms in seriously ill patients, not of causal treatment. The program has therefore been conceived as symptomatic support.
The lack of a list of diseases may be read as broad access and does not have to be so. It means that the criterion is clinical, not administrative, and this shifts the burden of decision to the physician and the assessment of the specific case.
For a patient from Poland, the practical conclusion is that the Croatian program exists, but the sources used here do not describe the access path for someone from outside the country. This material does not establish that and we do not supplement it with secondary studies.
Is it allowed to cultivate hemp for personal use in Croatia?
No, although the liability here is milder than in most of this ranking. Unauthorized cultivation of plants from which a drug can be obtained is listed in the list of misdemeanors under Article 54 of the law, and not among crimes, unless accompanied by the intent to distribute.
This solution is less severe than in most countries in this ranking, where cultivation has a separate and heavier provision, as the legislator treats it as a stage of production.
The boundary, however, runs in the same place as with possession. When the intent to distribute appears, the act returns to Article 190 of the Penal Code, that is, to the criminal procedure, and the list of misdemeanors ceases to be significant.
The law does not provide any number of plants for cultivation. There is therefore no threshold below which cultivation would be allowed, nor one above which it automatically becomes a crime.
Let us distinguish between controlled hemp cultivation and industrial cultivation conducted under separate agricultural regulations. These are two different categories, and the sources used here describe only the former.
